Two Castles Housing Association and procurement
We are extremely proud of the high quality of our affordable homes and have an annual spend of over £1.8m to maintain and improve our existing stock to ensure it complies with both Decent Homes Standards and our tenants’ expectations.

In order for us to use these funds to benefit residents, we joined a procurement consortia two years ago which currently operates in the North West and helps us to reduce the cost of labour and materials involved in planned maintenance work.

GM Procure is a not for profit regeneration company, comprised of a group of social housing providers with stock in the North West. It was one of the first consortia to utilise the Efficiency Challenge Fund, established by the Government to encourage social housing providers to work in collaboration.

Members of GM Procure aim to promote efficiency and impact the local labour market by working together to procure construction materials and contractors for planned maintenance and investment programmes. GM Procure also focuses on social regeneration by providing employment and training opportunities.

As well as the North West, GM Procure is now working with housing associations in the North East to help create North East Procure. Both organisations will work together to combine buying power and achieve even greater savings in the future.

Cumbria Housing Partners
Two Castles Housing Association is also a member of Cumbria Housing Partners (CHP) and our Chief Executive, Stephanie Murphy, is the Chair of CHP. CHP is an organisation which has been set up by the Cumbrian members of GM procure to help to maximise efficiencies in Cumbria via the GM Procure model; contracting with local suppliers and encouraging local small and medium sized businesses to compete for consortia work, and reinvesting in regeneration activities to meet local priorities.

CHP will be investing £48m over a three year business plan, providing £1.9m for an employment and skills fund and resource for 22 trainee places. It has a number of benefits including consistency of products, combined spending power, enhanced supplier/ contractor performance and extended warranties.

Other organisations within CHP are Copeland Homes, Derwent and Solway Housing Association, Home North West and Impact Housing Association.
